This is a new chapter.

The SLAC Environment, Safety, and Health Manual (SLAC-I-720-0A29Z-001-R023) is being revised.

This Chapter 49, ?Service Subcontractor Safety?, addresses subcontractor activities not covered in Chapter 42, ?Subcontractor Construction Safety?. The definition of construction determines which chapter is applicable to subcontractor work. Service subcontractor activities can range from small-scope, low-hazard work (such as a one-week computer or clerical support contract) to extended-scope, high-hazard work (such as on-going hazardous waste handling or tree trimming).

Before a service subcontractor begins work, a number of steps and reviews must occur to ensure the work is well planned and documented and the subcontractor employees doing the work are properly trained. This chapter

  1. Outlines the responsibilities of the SLAC point of contact, who, depending on the scope and hazard level of the work, may be a project manager, university technical representative, facilities technical services representative, or SLAC Purchasing buyer/contract administrator
  2. Describes how work is categorized by risk by the service subcontractor safety program manager, based on a review of the pre-work hazard analysis; this categorization (very low, low, medium, or high) in turn determines the type of safety planning documentation the subcontractor will prepare and submit
  3. Addresses training, safety assurance, disciplinary program, and incident reporting as they relate to service subcontractors
